how can i convert that divx avi movie from 14fps to 23fps or 29fps when converting to mpg or vcd.

TMPG wil do the conversion. However, it won't help how it looks.

ok well what would it be ntsc, pal, or ntsc film? i don't know what to do here. can i just convert it? but i can't just convert it at 14fps i have to convert it to 23fps.

The point Gazorgan is making is when you encode the file to 23 or 29 fps it will still have the jerky play rate look of 14 fps,nothing will help that,it will be the proper frame rate but crappy motion.Best to make it ntsc film

Can tjshadyluvr not just tell TMPGEnc to encode the final MPEG file at that framerate?
The reason I suggest this is because my dad's camera captures at 15fps, and I used to do the following (if I remember right):
- Open TMPGEnc
- Close down the wizard
- Load the VCD template I want
- Load "unlock.mcf"
- Set the framerate to whatever the source is
- Set it off!
This enabled me to put the video to a VCD, at that framerate! As people have said, it doesn't get rid of the jerkiness - you can't reconstruct what's missing very easily, unless you're a pro (someone may want to prove me wrong here).
As a sort of sub-question, with a lower framerate would the video look better than 25fps? Seeing as it has normal bitrate but 10fps less to encode, surely this would enable a higher-quality encode. (Obviously, it isn't going to be better than the original.)
Anyway, give this a crack and see how it goes. Scream at me if I'm wrong!

It's 14.97 now isn't it? It's basically SLP, 1/2 normal NTSC video framerate. Doubling the framerate will give you the minimum aamount of errors. Trying to go 14.97 to 23.97 isn't an even number, you going to get stutter.
*cough* A lot of Adult entertainment videos come in 1/2 framerate, and going to 29.97 gives the best results.
