  1. I have an ASF file which runs at 10fps. It only plays in media player after i have installed the codec yet no other programs will load it. How can i make a vcd out of it?

Here's a guide for ASF to AVI. If you do that, it should then be able to convert with TMPGEnc.

You can't, come on, it's 10 fps, no matter what you do it's going to look like your flipping through a sketch book. There is no way you can make the playback smooth.

ASF tools won't open something that has DRM set.

There's a tool called ASF2AVI. It will unpack the ASF container and make it an AVI. What you really have is a DivX in an ASF wrapper. Once you have the aVI, fallow the DivX conveersion guides.
