Is "bitrate" part of the standard in "standard VCD format" ?
If yes, then what value of bitrate I should use ? 1150 kbps or 1120 kbps ? Any different when use with PAL or NTSC VCD ?
When I use PowerVCR II to capture PAL VCD, it set bitrate to 1152 kbps (can't set to 1150), Nero can accept the output file to burn VCD, but some edit sw (e.g. TMPEGnc) will make unsync problem when edit these output file, is it because the bitrate problem ?

Both audio and video bitrates are mandatory standards in "standard VCD format". Video bitrate is 1150kbps for both PAL and NTSC.
