DVD Picture is offset on my TV screen

Hi

Can someone please advise, i have a DVD movie, but the problem is that the picture is offset by about 30%. By that i mean the picture wraps so that what is, or should be the left of the picture is infact near the middle !

The DVD (may be SVCD), it has vobs etc so i assume its a DVD.

Can i reauthor it, so the picture is centered on my TV ? if so how do i go about doing it ?

Its fine when i play the DVD thru WinDVD on my PC. THe offset issue is only when i play it on my TV

SVCD authored as DVD does this on some players. Only way to fix it that I know of is to rip, re-encode, re-author and burn.
