All articles state that a file takes many hours to encode. Using TMPGenc takes only about 50% more than the original time. Although, I then get a SVCD that has clitches when played on a stand alone DVD. Are the two related? Is this something to do with the Codecs I have instaled?

Depends on what you're doing and how much you are changing from one file type to another. Also, how many passes you choose, whether you are applying filters, cropping, clipping, resizing - lots of variables.
If you're looking for help with your SVCDs, post your methods, file details, what you used, what you want, what media, what burner, what goes wrong and when and maybe someone can help.
In the meantime look up your player in the database here. Check comments to see what media type it "likes".
Do the same for media you've used. Look up your brand and read others' comments about it.There's no place like 127.0.0.1
