Problem converting SVCD to DVD

Here are the tools I'm using. I just create the standard dvd compliant mpeg using the (NTSC) dvd template in tmpgenc but there's something wrong with the framerate. It's not smooth like it's supposed to be. Anyone know what I am doing wrong? I haven't done anything different from what was described in the guides. TIA

SVCD's may have problems when they convert to DVD (the whole 480x480 vs true DVD res. and 44mhz vs 48mhz, blah,blah,blah)

Anyway, there is an automated app called svcd2dvd. Why dont you give that a whirl and see if you have the same problem (should rule out human error).
