Is there an fairly inexpensive DVD Authoring program that can create simple menus and have the maximum 99 audio tracks.
I know that Maestro and Scenarist will do it but they are way too expensive.

Other than the ojnes you've mentioned I can't think of any.
Although, there is a guide for IfoEdit that will allow you to create a VOB with multiple audio tracks. You could do this and then use an authoring tool that allows working with VOBs directly to finish up the process. -
Adobe Encore DVD, priced at $549 can do what Scenarist and DVDMaestro can do. Mutliple audio tracks (not 99, the max legal number is 32) as well as multiple subtitle streams. Full menu and navigation, etc. It also encodes into MPEG-2 using the Mainconcept encoder.
It was said to be released in the summer and the Adobe site is not any more advertizing it as "to be released" has a price and a BUY link.
Perhaps worh to try.The more I learn, the more I come to realize how little it is I know.
