I use DVD shrink and find it excellent , what I would like to know is when compressing a movie, am I in fact just just lowering the framerate or the actual quality as would happen if converting to vcd ?

Someone please correct me if I am wrong!
I believe that DVDShrink transcodes the original video and lowers the bitrate to meet the file size requirements you specify. -
