  3. To make it easier for you, I'll tell you what inverse telecine (pronounced teh-leh-see-ney) is in a nutshell.

    It's the process of converting an interlaced (or frame with half the resolution being empty) video that is going at 29.97 or 30fps to a progressive (or frame which utilizes all of the available resolution for video, which yeilds better quality) that goes at 24fps. I think TMPGEnc does this by combining 2 subsequant frames together (not entirely sure since I never had to personally do this).
