How should one optimize the quality of DVD (SVCD) to achieve BEST results with progressive scan DVD and HDTV tv-set?
Crap in = crap out, so the input will be from DV tape at 720x480, is this equal to what DVD's are?

bitrate....
You will have to balance bitrate/sharpness/resolition to suit your own prefrences, but don't skimp on bitrate. the higher the bitrate the better.
DV does not guarentee good source. If there is video noise/red bleed ( from 4:1:1 color format/ video shake it will kill your encoding quality. DVD's are taken from film or super high res sources so they start with perfect 4:4:4 ( RGB or YUV at more than 24bits/pixel. DV is 12 bits/unit and can suffer from interlacing artifacts and aliasing.
