    I have some special videos I would like to put onto SVCD in best quality, thus I want use the highest bitrate possible. Is there any difference (I'm TMPGEnc user) when using 2500kbps CBR compared with 2500kbps VBR?
    Because VBR, even if it will save some bitrate om low-motion scenes, can not use higher (or it can?) bitrate on high-motion scenes...

    Well, is there any difference or not? Thanx in advance.

    I suggest a search ....

    But in summary CBR = less time to encode but you;ll fit less on the disk, VBR = more time to encode but you;ll got more on the disk. Quality will be the same on both encodes if bitrate is max for SVCD.

    i have been told that vbr will end up better quality as cbr can saturate scenes and degredation can occur in quality

    If you mean 2500 CBR Vs 2500 VBR Average with 2500 MAX also, then it is to all intents and purposes identical, except the longer encoding time for VBR.

    thats true if your gonna use 2500 cbr agains vbr with the same min avg and max bitrate of 2500 then the vbr is gonna take twice as long and your gonna get exactly the same file size and and its gonna look the same i suggest go for X and by x i mean XSVCD. you could use higher bitrates.maybe like 3000 or you could use CQ. set the max to 3000 and the minimum to 0. now put 95 on the bar from 0-100. oh and first of all whats your source DVD. oh and dont tell me there download VCDS cause if they are thres no use to go all out in using so high bitrates, but if they are from DVD or Camera then ok go for it.
