Is there a utility or methodology out there to analyse a downloaded video file and automatically determine which setting is required in this option to avoid any audio synchronization slippage?
Or does TMPGEnc automatically determine the optimum setting itself?

TMPGenc does it itself if you set it to automatic. It scans the source, attempts to remove the repeated fields and reconstruct frames from the remaining fields, essentially undoing what was done during the telecine to 29.97fps. From my experience, TMPGenc doesn't do so well on this. Decomb.dll does a much better job of IVTC'ing but you can only use it through Avisynth.

Does anyone know which filter in virtualdup do a similar job?
I used virtualdup for frame server. I have tried several of
them and am not satisfied. By the way, my source video is
some cartoon film.

In VDub, use the framerate option instead of the filter option and it has a function for inverse telecine. Use the adaptive one.
