There are two situations where I suspect some quality could be lost, I hope you understand what I'm writing. Here we go:
1. Will I experience any qualityloss (video/audio) if I import a DV-avi clip into Adobe Premiere, add it to the timeline and then "export timeline" that clip to a DV-avi of the exact same settings regarding frame-size for example? What if I do it lots of times?
2. Lets say I add a DV-avi clip to the timeline and then "export timeline" it to a filmclip file. I then open that filmclip file in using Adobe Photoshop, where I save it as I "Photoshop-file" and makes some painting on it. I then save it back to a filmstrip file and imports it into Premiere where I export it back to an DV-avi file. Could this cause any qualityloss? And in that case, what of the stages I mentioned above would cause it?

You did not explain you question very well, but no, there will be NO quality loss when exporting the timeline from DV .avi, multiple times. It's digital, so there will be NO quality loss unless you are converting or compressing to mpeg1 or mpeg2 format.
