Is there a guide that shows what setting its best to use to convert AVI & MPEG movies to DVD so that they will playback properly without the jerking, i have neen using TMPGE to convert & easy cd creator to burn but so far i have`nt got a really good result yet.
what is the best program to use to burn DVD`s please.

There is no one set of 'BEST' settings that will suit every user in every situation, thats why encoders and the suchlike have so many options.
If you are getting jerky playback of your DVD's there are several possible reasons.
The first thing I have to say about this is to ask a question. Do the encoded mpegs play smoothly on your PC? If not then it is your encoding process that is the problem. In this case I would look at framerate issues (for smooth playback, source and target framerates should be identical) and possible field order issues if you are encoding interlaced material.
If the mpeg's play fin on your PC, then it is an authoring/burning/media problem.
Try a different authoring program, burning program or media brand to see if this helps.
A little more detail on your source material, TmpGenc settings and description of the 'jerky' playback may also help to diagnose the problem.
