I'm very technically challenged but am planning to burn two separate video clips in VCD format.
In playing the VCD, is there a way to ensure that the first video clip is always played first with the second clip following seamlessly after the first?
In this regard, is there such thing as a batch file for VCDs?

Just add both mpegs to whatever burning software you use. The software will create a seperate track for each. (Make sure you put them in the order you want them to be played) and yes, they'll always be played in that order, because that is the order they are physically burned to the cd in.
You don't need a batch file. You need to burn them in the correct order
