Yes and no. First your post is a little confusing so here's the two ways I read the question:
1) If the total disc is less than 4.7GB. If so then choose "Mode | Iso - Read" then rip the ISO image file to HD. Then choose "Mode | Iso - write" and burn the image to a DVDR disc. 1:1 100% copy.
2) If the the MOVIE ONLY is less than 4.7GB. If you rip just the movie (eg. choose "mode | file" and only the main movie VOBs are selected) you can't just burn that to a new DVDR disc because the VIDEO_TS.IFO files will be missing. There are several ways to do this (see the guides to the left under DVD RIP for more info/pics), here's what I recommend:
a. Run IFOEdit, click strip VOB IDs. Select only the VOB IDs what have the main movie (and the audio/subs you want to keep). This will generate a new VIDEO_TS folder with just the main movie and the VTS sectors.
b. Rip only the main movie with DVD decypter. Run IFOedit and open the IFO file. Then click 'get VTS sectors'. Once that's done burn the ripped VIDEO_TS folder
c. Rip the whole disc. Then use either DVDShrink (or DVD2ONE if you must) to back up only the main movie. This does the same job as choice a, but is more user friendly (I suppose)...

It was the second one thanks so rather than go through all that it will be easer to just run it through dvd2one as i usually do
this will not change the quaility will it -
red lion, I do not use DVD2One, but I would guess that if the movie is <4.3GB it will not be compressed in "movie-only" mode; hence no loss of quality.
