    is there any way i can make any film that i encode into full screen
    if yes how do i do it im using tmpgenc plus

    If you use the wizard mode, go to other settings and this option is on the first tab.

    Under Settings->advanced->video arrange method choose No margin(keep aspect ratio) (if the wizard it is under step 3 under other settings). It will cut the movie to fullscreen if its widescreen.
