I have an SVCD telesync file and for some reason its in 20 fps PAL, not the standard 25fps. I need to convert it to a suitable format for DVD(23.976) however I just cant get the darn NTSC and fps conversion right without it being all jittery. Any Thoughts??

The only way to get a smooth conversion, is to speed up the video by four frames per second, and a jump that large would probably be noticable (think early charlie chaplin video). Other than that, you'd have to perform some sort of telecine, which probably wouldn't look to good. I'm guessing you can't get the original source file anymore?
Impossible to see the future is. The Dark Side clouds everything...
