Every SVCD encoder I try keeps exceeding - drastically - the maximum bitrate I set for it.

I have a nice DVD rip of the Animatrix. Used fitcd to calculate bitrate, encoded in tmpgenc. I set the max bitrate at 2500, comes out at over 3000 in the end. Not happy.

Tried CCE today, set max bitrate at 2530, peaked at 3507 My player stutters and skips with bitrates this high. WHY AREN'T THE FRIGGING ENCODERS STICKING TO THE MAX?!

I could just set the max bitrate some 700-1000 less than 2500, but then the average also needs to be lowered, as otherwise it be higher than the max. And a lowered average obviously = wasted quality. I'd much rather the damn software stick to what I bloody well tell it do encode at

What can I do about this? I scanned some pre-encoded SVCDs I downloaded, they stay completely within spec, yet maintain a high average. How can I achieve this?

  2. Dude, just use Tmpg SVCD template, no need for any other tools.

The TMPGEnc SVCD template is CBR though. I don't want that, I want VBR. And I want the software to stick to what I bloody well tell it to encode at.

What tools are you using to determine peak bandwidth? Is that for video only or video+audio? In the encoders, the min,max etc., is for the video portion only.

Go to the tools section on this site, and try some of the templates there. Most of them should be VBR (either 2-pass or CQ).

I was using Bitrate Viewer to determine the peak bitrate. I dunno if its for video and audio or just video - it doesn't really matter either way, its still way more than it should be.
