    A quickie:

    Is it possible to convert a pal dvd to a ntcs dvd with ffmpegx?

    Yup. You'll need the Quicktime MPEG-2 component for it to be in sync after transcoding (check QT Decode under options tab). You could also use mplayer decode but it's pretty slow.

    What you're wanting to do may be unnecessary, though. All DVD players I have tried are able to play both NTSC and PAL formats.
