  1. ARe there any guides on taking an SVCD and turning it into a VCD? I want the resolution of the video to change to NTSC VCD. TMPEGENC just changes the headers or something when I use the MPEG Tools. I ended up with a "VCD" that was larger than the original SVCD.

    What should I try?

When I have a mpg file that is SVCD format, I just load the file in TMPGEnc using one of the VCD templates and converted in VCD format. It takes on my computer a lot of time to convert mpg to mpg file, and that's why I prefer to work with avi files. So if you want to change the SVCD to VCD use the VCD Template in TMPGEnc.

Yes, but I think you need the Mpeg2 plug-in for TMPGEnc to do that.
