yes. depends whether your mpegs are dvd compliant as to whether you need to reencode. basically you would use the authoring software that came with your burner or try one of the demos of those listed in the tools section.
SVCD2DVD v2.5, AVI/MPEG/HDTV/AviSynth/h264->DVD, PAL->NTSC conversion.

Ulead DVD MovieFactory 2, is a good start to put multiple MPEG's onto a single DVD, but make sure you read the instructions first, as you may need to fiddle with the CBR settings to squeeze them all onto one DVD
Assuming you have that many .....
I've managed to get about 25 cartoons ontoa single DVD-R, quality ain't great, but as the majority are already over 20-30 years old, its good enough for me
Plus, I've managed to get series 1-2 and series 3-4 of Black Adder onto 2 DVD-R's, with pretty good quality, using 2 menus for each series, and also a previes of each episode, so you can see exactly what teh episode is, as well as a text of each episode
All using DVD MovieFactory 2, but but advised to read the instruction on customising the CBR rates, also it ain't that quick at converting files that need re-encoding, so if you have a lot, better do the burn overnight
