At first I thought that the image resolution of a VCD is always
constant. By the way, its default resoulution is 352 by 240 pixels. Then
I was able to buy bootleg Malaysian made VCDs with a higher resolution.
This time, resolution is 352 by 288 pixels. I'm not talking about SVCDs
here. I know SVCD. Its resolution is somewhere around 400 something by
300 something whatsoever with a play time of only 30+ minutes. VCDs
have a longer play time of 70+ minutes.
In any case, whether the VCD I have is 352 by 240 or 352 by 288,
the viewable image in my TV remains the same. That extra width of 44
pixels that I get from the Malaysian VCDs are not viewable. Neither the TV
nor the VCD player adjusts the image size to make the entire image
    viewable on the TV.
I also found that the movie in a VCD is contained in a file called
AVSEQ01.dat in the cd. Is that file the same as a *.mpg file? I know
that *.mpg files have variable image size and sound quality. I just wanna
know is a *.dat file is just a type of *.mpg.

VCD resolutions are fixed! 352x240 (NTSC), 352x288 (PAL).
I believe the .dat file is not exactly the same as the .mpg.
Hope, someone will correct me, if I'm wrong. So if you want to extract the .dat off the VCD, you should convert it instead of simple rename.
