    The best program always is that program you like best. There are many diffenrent progs doing DVD-authoring and any of them has it's highlights and it's "bugs". Some of them are a kind of free-/shareware and therefor not so expensive, others are professional and you have to pay much.
    But now "a new star is born"! It's called DVD-lab and it tries to combine all the necessary and famous things you need without restricing you in doing what you like (so do other progs).
    So have a look at http://www.mediachance.com/ and move further on to the DVD-lab section.
