How does TMPGEnc determine whether source is interlaced??

I have an unusual AVI that TMPGEnc identifies as interlaced, but I don't think it is. Stepping through the frames in VirtualDub shows the comb effect, which would lead one to believe it is interlaced. However, after using SeparateFields in AVISynth, which takes each field and makes a frame out of it, I still see the interlace effects in the resulting frames...I don't think this would be the case if my source were truly interlaced.

Also, I tried encoding portions of the AVI to MPG using BFF, TFF, and assuming non-interlaced....the three cases yielded MPG's that could not be distinguished. A truly interlaced source would look funky I think if you told TMPGenc it was not interlaced, or used the wrong field order...am I right??
