I have created Motion Menus using DVDWS. It is my understanding that any MPEG you import can be used as a motion menu.
What I usually do is find a few interesting scenes from the movie I am working on, clip them using Video Studio or some other editting program, and them import them into DVDWS.
Any video that is in your video folder in DVDWS should work. You can use the import function to get them into your project.
Good luck!
