ati radeon 9700 pro mpeg2 question (help please)

my friend just picked up a dell pc with the ati radeon 9700 pro card.
it comes with dvd movie factory (which is crap). what's the best software
he can download or purchase to capture directly to mpeg2? features
should include being able to adjust the bit setting manually.

Hmm set the bit rate well I believe that's possible with InterVideo WinProducer3 so look here http://www.intervideo.com/jsp/Product_Profile.jsp?p=WinProducer3DVD

I have the program but mostly use NeoDVD which is simple and fast.

This might sound a little stupid so excuse me for stating the obvious but he will need to make sure it's an AIW 9700 Pro. A plain 9700 Pro will not capture anything.

Yup that's true. I have a ATI Radion 9700 Pro. I can do allot with this card but video capturing is not one of them.
