I don't know of any consumer-level authoring package that allows you to author multiple audio streams for a single video stream. You may be able to accomplish your goal by including two copies of the video, one with the MP2 stream and the other with the AC3 stream.

I'm afraid Scheif is right. The only programs I know that can do this are Scenarist ($30,000), DVDMaestro (extinct) and ReelDVD ($1,000). Anyone knows another solution?

On second thought, if you want to create a DVD5 backup, there's a bargaiin solution. DVD2One (and other programs of the like), can create a copy of the movie, plus any number of audio tracks plus any number of subtitles streams. You start from the beginning again, but thankfully, the whole process lasts 15 minutes or so.
