Say I downloaded a movie SCREENER and it was encoded at 12.5 frames per second... How could I up the frame rate to say 29.970 and keep the audio synced for the purpose of encoding to vcd?

Yeah. TMPGEnc can do it. By duplicating frames, which doesn't look good. Very jerky. For now, there is no such thing as frame interpolation.
