I've been investigating about this around the web, but I haven't gotten a straight answer. I've found that DVD can, in fact, use MPEG-1, as long as it conforms to the VCD standard, which requires the video to be at a resolution of 352x240 pixels with a CBR of 1150Kbps and a framerate of 29.97 FPS (NTSC). Audio must be at a bitrate of 224Kbps and a sampling rate of 44.1KHz (MPEG-1 Layer II). These specifications are used where playing time is more important than overall quality. What I want is an accurate answer from someone experienced, not an amateur. Would using these settings to create a backup of a DVD, result in a compliant DVD-R that will play on a set-top box DVD player? Thanks in advance.

I've kept investigating and I found that video can have a bitrate higher than 1150Kbps, up 9.8Mbps (according to the sources from where I gathered the information) and audio can have a maximum CBR of 384Kbps and a sampling rate of 48KHz.

Yes, you can use mpeg1 with similiar settings to VCD on a DVD. The audio must be 48 khz and you can not use vcd ntsc film(23,976fps).
