this may seem silly, but what if i do not select a template in tmpgenc and just convert it to mpg-1 with the same frame rate that it had? when i go to nero to burn it as a vcd will it work? or will it just try to do the conversion there?

The template sets everything to the VCD whitebook standard. Anything else is an xVCD, which may or may not work on your standalone. Remember if no template is selected you get the source framerate and resolution. Either of which can mess up playback.
But there is no reason you can't make an x(S)VCD with whatever settings you like as long as the resolution is NTSC legal (or PAL), and your standalone can play it.
