Was wondering if I could compress a mpeg file to fit it in a cd_rom

Everything is compressible - {except fluids - good thing too or hydraulic jacks wouldn't work

Ask yourself what are you prepared to sacrifice - Quality or the cost of an extra CD .
Reincoding the mpeg in a lower bitrate is perhaps the easiest was to achieve the results you need - ... 1 CD
FYI - because your file is already compressed it HAS lost data from the original - compressing again will result in more loss. If possible obtain the original and just rip/encode at a lower bitrate.
