  1. SVCD Is really better than VCD? I get better resolution (480x480 using TMPEGEnc) but VCD Seems smaller, but looks better (No pixeling on action sequences)

What program or template gives best SVCD quality, with minimum loss?

TMPGEnc 2-pass highest quality avg 2500 kbps max 2500 kbps.

  4. If you don't care about size, the highest quality you are going to get is 2500 kbit/s CBR.

(note: we had an extensive discussion in a thread before and the conclusion I believe in is that multipass encoding with the same max and average may well look slightly better than the equivalent CBR -- however, any difference will in practice be negligible).

That's why I recommended 2-pass max=avg=2500. If you have a crappy VHS source it can really make a difference, although I rarely use it because it takes way too much time.
