Was just wondering if its possible to turn off overscan on my TV.
Or if not, how to compensate for it when encoding an SVCD in TMPGEnc

No you can't turn off overscan. You can crop the resolution of the file. Taking equal amount off all 4 sides. say like 16 pixels per side.

You could also center the file in your encoding program to have black borders on top, bottom, left, and right.
