when converting from divx to vcd, if i use higher bitrates and higher resolution, will i get a higher quality video? TMPEnc is the encoder i use.

Actually the opposite is true. If you encode to a lower resolution, quality you lose by encoding will be less than if you encode to a higher resolution. The logic being that when you lower resolution, the program will remove extra data, but if you raise resolution, the program must add data that is not there.
