I am creating an SVCD (NTSC). The test results which I have burned of the first few minutes of the movie had great quality! But, the English subtitles went below the TV screen.Is there a way to resize the video? I don't want to crop/clip out any part of the video! I tried selecting "center" for the video arrange method. The subtitles could've been seen but the characters' faces were too flat. So I tried "center (keep aspect ratio)" but the results were the same, actually, it seemed kind of flatter than before.
By the way, I use TMPGEnc and I have Virtual Dub and bbMPEG as well (but I rarely use it). I have already tried searching through this forum, but I can't find any topics which talks about my situation.

you can use avisynth and use the script:
GripCrop( *, *, overscan=1 )
with GripFit preview
or you can just add borders manually using the script:
AddBorders(*,*,*,*) -
Is there something more simple? I don't know how to use Avisynth.

in tmpgenc's advanced tab you can try full screen (custom). fiddle with the settings til you get a noticeable border around the movie.

Do I size it according to the TV size or something like that?
Or maybe I subtract/add numbers to 480x480? Will it resize automatically to fit the TV screen?
