ok, is the divx codec the only codec that you can use "9999" to make it automaticly insert the keyframes? and if so what is the best number to use for where to insert a key frame?

    any suggestions.

Virtualdub will put in keyframes whatever the compression. Open virtualdub, go to file - open video file, tick the box stating popup extended open options, select avi file to open, press open, in next box tick off rederive keyframe flags, click on ok. Virtualdub will put in new keyframes as it opens file. Now save avi with new filename, but with direct stream copy selected for both sound and video. New avi has all the new keyframes without recompressing
