    You can't.
One should see a bin-file as a cd. You can't edit a CD either.

Instead, use aps like VCDxRip, lkVCDxRip, VCDwizard (and any others..?) to 'extract' the contents of the bin file to the layout of a S/VCD.
You also will have the (original) MPeG-file, which you then can edit.

If you use VCDwizard, you can 'import' a BIN file. VCDwizard will re-create the entire structure of the S/VCD, which you might need to recreate the BIN afterwards when you've modified the mpeg.

The mpeg you got using VCDwizard (you need rel. 2.7.0.0 though) can be 'feeded' to TMPGenc. There you can demultiplex the mpeg to its video and audio parts. After modifying the audio, you need TMPGenc again to multiplex back to a 'valid' mpeg. Enter that mpeg to VCDwizard and build the cd-image (bin or nrg). Done!

    VCDwizard 2.7.0.0 is FREE.
