New to all of this so I have a basic question.
With Premiere 6.0 I have been able to capture video from my DV camera, edit the video, add sound, etc. etc.
My problem is that I can't figure out how to save the completed video as Mpeg2. It seems to default to .avi
Any ideas?

You need a plugin to render to mpeg....
You could try outputting to avi, and then using a free tool to convert to mpeg, there are plenty about -
You can also frameserve direct from the timeline to a 3rd party encoder which saves the step of saving to AVI.
Take a look at www.videotools.net for the tool you will need for this. -
Try the ThirdPartyPlugin bbmpeg, found at www.doom9.org - It's a little intimidating, but worth a try. Does mpeg1 and 2.

If you are able to, upgrade to 6.5. It has MPEG2 encoding straight from the timeline.

Premiere 6.5 has a very good encoder. It is the MainConcept encoder which is nearly as fast as CCE (some say faster, but on my setup it's not), much faster than TMPG and is comparable in quality to both.

The other choices for the Premiere 6.0 user are as follows:
Ligos MPEG-2 Plug In
CCE Cinema Craft Encoder) plug in
Media Cleaner Pro 5.0 plug in MPEG-2, 1
and
Canopus Procoder Plug In
Used to be: DIGIGAMI Mpeg-2 plug in
or 6.5 upgrade also..but you need the MPEG ENCODER option on top of that!
