I have read most of the bazzillion post on the form ( Thanks all, great stuff here) but have a quick question.
The video footage ive been working on is for my wife, its a SVCD of her at contest with her dog running Agility courses. Mainly the shot is of brown ground in an arena and her and here little white dog running the course.
The problem that I seem to be having is nasty artifact blocks around her, and really bad around the little white dog. The mpeg2 encoder with premire, and Ulead generate less than perfect results. Tmpgenc with the SVCD template loaded is no better. The best I have done is with tmpgenc
cranking the bit rate to 4000, but this isnt standard SVCD spec.
Is there an encoder that handles the motion artifacts out of the box and can do a true SVCD? Also to get the DV to tmpgenc i first have to load it into Ulead and save, whats up with that, does tmpgenc not handle DV?
Ive been thinking about buying a Sony DVD Writer would this make much of a differance since its mpeg2 as well, or will the increased bit rate make my cheesy home movies look good?

The problem is not with your encoder, at least not entirely. It's with your source. It has too much motion for the available bitrate to compensate for. Try using multip-pass VBR. It will allow for better scene detection, motion compensation, and bitrate allocation. Also make sure you select the highest (slowest) motion search setting. Pre-process your AVI with some sort of cleaner (temporal smoother, 2-d cleaner, etc) to help remove any noise, and reduce bitwaste.
Last but not least, consider using CVD, which is less demanding on bitrate, which will allow more bitrate for your image quality.Impossible to see the future is. The Dark Side clouds everything...
