what are some good programs that will make a bin/cue file so i can burn svcd's thataway?

All of these other programs simply are a frontend to it.
If you want to use VCDImager directly (or use a specific GUI) then use GNU VCDImager Tools GUI -- http://www.michaeltam.com/vcdimager_tools_gui.html
If you want something a little bit more sophisticated (e.g., menus and chapters), VCDEasy is highly recommended: http://www.vcdeasy.org
