Try D/L'ing this, convert your XviD to divx and then encode to VCD.
Why not try TMPG Enc' to encode?

    Worked for me.

    Luck

If TMPGEnc says file type not supported try this:
If you get an error message when opening the video or audio like file unsupported
or you get an empty(black) video preview window
or the video look wierd in the video preview window like green or purple or pink
Be sure that you have installed the DivX Codecs (both DivX 3.11, 4 and 5) and also try with the Nimo Codec Pack. If that does not work try to change the codec reader settings in TMPGEnc under Option->Environmental settings->VFAPI plug-in and right click on the DirectShow Multimedia File Reader and increase the priority to 1 or 2 and try open the video.

  8. you could always use virtual dub to access the avi file the save the video stream back out by changing the compression to the 4.12 codec which is about 5th down, remember to tick no audio. It takes about 2.5 hours but solves any xvid probs.

I would also save out the wave file as uncompressed and then use these as your source in TMPGenc to do your movie.

    GOOD LUCK, HOPE THIS HELPS!

Here is my general procedures for doing .AVI (Xvid codec).

    1. Install GSPOT from the Other useful tools http://www.vcdhelp.com/tools to find out what the .AVI is using for codec's, etc. GSPOT is the BitRate Viewer for .AVI files.

    2. Check your .AVI file for bad frames
    KingJohn's Guide to bad frames
    http://www.vcdhelp.com/forum/userguides/117930.php

    3. I used this guide to setup the Xvid codec correctly in TMPGEnc:
XviD AVI -> Mpeg1/2 (VCD/SVCD) with TMPGEnc - easy way
    http://www.vcdhelp.com/forum/userguides/119019.php

    4. I am converting my .AVI files to DVD so you need to do things a little different here. I used this guide to configure TMPGEnc, checked the "Output video and audio as individual elementary streams" to give me a .M2V and .MP2 files
AVI, DV, DivX, ASF, MOV, nAVI, SMR, WMV to DVD MPEG2
    http://www.vcdhelp.com/tmpgencdvd.htm

    5. I authored the .M2V and .MP2 files in Maestro.

Note: If you are missing any codecs use the NIMO codec pack http://nimo.everwicked.com/
