I have an Oasis avi of a concert in Toronto and want to put it onto VCD, however the file is one long file rather than individual songs - rather than cutting and encoding seperate mpegs for each song, can I encode the avi file into mpeg and then cut it up?

You can author it with VCDEasy.
Latest version has an embedded Media Player, very useful to find the right place to put a chapter.
In this way you leave only one mpeg and access chapters with menu.
