Is the xbox able to play DVDs from all regions or is it restricted to the reion you buy it in like otherplayers?
If it is restricted is there a hack around this without chipping the console?

The DVD player kit is restricted to a region. Also the restriction is written to the XBOX itself as soon as you use the kit. The Box hardware is reputedly only restricted to either PAL or NTSC.
There is software to reset the internal mark in the XBox which allows you to plug in another regional DVD kit then. Unfortunately this doesn't work on a non-modded box.
A modded box can use XBox media player to play all DVDs. However the picture quality is still worse than with the original DVD kit from what I hear.
Bottom line: I think that to legally sell DVD playing equipment of any kind you have to buy certain patents and you don't get them unless you sign a thingy that says you won't sell codefree players. Add the usual Microsoft paranoia of anything that reeks of consumer rights... what do you expect?--
