The size of the divx/xvid file has nothing (well not more than extremely little) to do with if it will fit on a CD or not. What matters are size of CD and length of movie as long as you want to make a VCD.
For a 74 min CD, you can fit roughly 1 hr 14 min movie
For 80 min CD, you get 1 hr 19 min movie
For 99 min CD you'll be able to fit 1 hr 38 min.
By increasing/decreasing the bitrates for audio and video streams, you can change how much (timewise) you can squeeze onto a CD. If you change the bitrates, you will in effect no longer be creating a VCD, but an XVCD, which may or may not work with your VCD capable DVD player.
