I want to burn 10 different video clips (MPEG) onto one VCC. Is this possible while using TMPGEnc? If not, what do I need? Thanks alot.

you need burning software . not encoding software.
tmpgenc is an encoder & if you want to merge all those 10 together then tmpgenc can do that.
if you want them seperate you can use nero ( or another burning software) and just drag over your 10 mpeg files.
when you play you should be able to use the skip button on dvd player to jump from one episode to the next. or better yet have nero create a menu for each mpeg. -
Make sure that when using nero you select the video cd icon. You cant just burn the mpegs as data, they have to be authored as VCD.

Yes, TMPGEnc is used for encoding not authoring (burning). Just Drag and Drop your files in Nero and burn.
Hope That Helps!!!:P
