    i wander if you can add subtitles to a VCD just like in DVDs . Also recomend me a good program that you can make sample , backgrounds e.t.c for VCDs and SVCDs. Thanks

    yes there are guides on this site. Have a look around.
    as for backgrounds, get vcdeasy from

    www.vcdeasy.org

    Very powerful program. Learn how to use it - and you're set. Can create chapters, backgrounds menus etc.

    VCDs only support hard-encoded subs.

    There are two general ways of doing this from a DVD rip.

    (1) FlaskMPEG
    (2) subrip and then frameserve through VirtualDub with the subtling plugin
