    Has anyone ever created chapters in a xsvcd? Everytime I put my mpg into VCDEasy it says there's only one possible point for a chapter and that's at the beginning and won't let me add chapters. The mpg is 720X480 Variable bitrate from TMPGEnc.

    You forgot to set TMPGEnc to place an MPEG Sequence Header before each GOP (i.e., MPEG Sequence Header interval of "1" GOP).
