  1. I ripped DVD by Chapter, I then group them in DVD2AVI.

I only figured out how many frame ( or time ) that I can't
fit into a SVCD, after I run a few frame in TMPenc.
I typically fit 65000 fram per 780MB SVCD.

Is there a way to figure the number of fram in smart ripper
    or DVD2AVI first ?

You would typically rip your entire source, and then split it after the fact, not during.

There are a multitude of ways. You didn't mention what encoder you use. Use VOBSplit (see the Tools section on the left). You can also use TMPGenc to split VOB files ( FILE | MPEG TOOLS ). You can also use the built in bitrate calculator in TMPGenc to ensure your MPEG fits. This assumes of course that you even use TMPGenc, and that your using CBR. VBR is harder to predict.
