    I see that I can buy an MPEG2/SVCD plugin for my Nero Burning ROM.
    How would this change my current way of doing things, which is DVDDecrypt to DVD2AVI to TMPGEnc.
    Would this allow me to go straight into NERO from my DVD2AVI files?

    Yes, however the encoder with TMPGenc is better, therefore you will get better results in TMPGenc

    I noticed my NERO has burning an SVCD in the wizard.

    Does this mean that it can still burn to SVCD fine with an already encode MPEG2 file produced by TMPG or CCE ?

    I haven't actually produced a disc yet, I have TMPG currently doing an encode whilst I'm at work. Hope to have something when I get home.

    yep, once it's finished encoding just open an SVCD template in nero and drag in your mpeg-2 file.
